Liuzhou Craftsman College is initiated and constructed by Liuzhou Federation of Trade Unions, Liuzhou Municipal Human Resources and Social Security Bureau, and Liuzhou Vocational and Technical College (LVTC), with a permanent office in the School of Continuing Education of LVTC, which mainly undertakes the training and cultivation of Liuzhou's model workers, craftsmen and industrial workers.

On that day, Lyu Song, member of the Standing Committee of the CPC Liuzhou Municipal Committee and Director of the Organization Department of the CPC Liuzhou Municipal Committee, delivered a speech for the conference. Lyu Song said that Liuzhou was known as "the Commercial Port in Guangxi ", the largest industrial base in Guangxi and the only city in China that has the production bases of four major automobile groups. Liuzhou is currently in a critical period of transformation and upgrading, and it is extremely urgent for the city to cultivate skilled craftsmen and artisans so as to build a knowledgeable, skilled, and innovative labor force to match the industrial city. It is necessary to speed up the construction of the modern vocational education system and cultivate more high-quality technical professionals and skilled craftsmen in China.

Liu Zilin, Secretary of the Party Committee of LVTC, introduced that the vision of Liuzhou Craftsman College was to make it a development and research center for skilled talent with greater influence in the region, a training base for highly skilled talent, a comprehensive service platform for the skill competitions and a comprehensive evaluation center for skilled talent, as well as an exchange and service platform for highly skilled experts in Liuzhou.

Then, Gao Fenglin, Vice President of All-China Federation of Trade Unions, a national model worker and national technical expert, Huang Haihua, member of the Leading Party Members' Group of the Federation of Trade Unions of Guangxi Zhuang Autonomous Region and Director of the Funding Review Committee, and Lyu Song, member of the Standing Committee of the CPC Liuzhou Municipal Committee and Director of the Organization Department of the CPC Liuzhou Municipal Committee, jointly inaugurated the "Liuzhou Craftsman College". Afterward, Gao Fenglin gave a special report on craftsmanship to nearly 300 people at the scene. From his own growth experience, Gao Fenglin exchanged and shared his experience with the pioneer craftsmen, front-line workers, teachers, and students of vocational education colleges on the spirit of great craftsmanship and technical cultivation methods.

In the afternoon, relevant heads of the All-China Federation of Trade Unions, Liuzhou Federation of Trade Unions, Liuzhou Municipal Human Resources and Social Security Bureau and LVTC, and representatives of a number of key enterprises' model craftsmen visited LVTC and carried out technical exchanges in Liuzhou Craftsman College. A group of people visited the newly inaugurated Liuzhou Craftsman College and gave guidance to its construction, had on-site talks and exchanges, and observed on-site teaching. The representatives of the model craftsmen expressed their happiness about the establishment of Liuzhou Craftsman College. They not only hope that they will have the opportunity to stand on the podium and give technical lectures to students, but also wish to have the opportunity to get theoretical learning and improvement in the college. During the on-site teaching of Qiu Liubin, an alumnus of LVTC, a chief technical expert and senior technician of Guangxi Automobile Group Co., Ltd., and Gan Daxi, a technical master, Vice Dean of the School of Mechanical and Electrical Engineering of LVTC, Guo Jinlong, former senior technician of welding rail section of China Railway Hohhot Group, national model worker and national technical expert, and Zhang Xuesong, leading technician of the working model studio of CRRC Tangshan Co., Ltd., entered the classroom, teaching and answering questions from students with their own experience. They encouraged students to study hard and become great craftsmen as soon as possible, and the students were deeply encouraged.

The total number of skilled professionals in Liuzhou reached 520,000, and the number of highly skilled talent totaled 120,000. In order to carry out vocational skills upgrading training and cultivate much-needed quality technical skills talent, Liuzhou has built industrial colleges such as the School of Intelligent Manufacturing Industry, the School of South High-speed Railway Industry, the School of Industry-Education Collaborative Innovation, and the School of River Snails Rice Noodle. Liuzhou Craftsman College will develop itself into a development and research center for skilled talent with great influence in the region, a training base for highly skilled talent, a comprehensive service platform for skill competitions and a comprehensive evaluation center for skilled talent, as well as an exchange and service platform for highly skilled experts in Liuzhou. Providing "one-stop" training agency services for highly skilled talent in various industrial sectors and backbone enterprises can make the highly skilled talent receive "back-to-basics" education in their jobs. In this way can the college provide more effective services for enterprises to enhance their core competitiveness and workers to realize self-enhancement.

According to the plan, from 2021 to 2023, Liuzhou Craftsman College will train and introduce 100 excellent teachers into the pool, build an exchange platform for craftsmen and model workers, as well as a platform for researching and publicizing the craftsmen spirit of model workers. In addition, it will achieve the goals of giving no less than three lectures or public service lectures on the theme of craftsmanship and model worker spirit per year, cultivating (training) no less than 3,000 technical and skilled professionals of various types per year, and holding or undertaking no less than five events or activities of various types per year.
